Abstract

fetched live from OpenAlex

This article presents a review of North American airports, looking at the lowering of rents at Canadian airports, the poor rating assigned to the Transportation Security Administration (TSA) by the 9/ll Commission and capacity issues at U.S. airports and how they are leading to a renewed interest in airport privatization. It reports on Transport Canada's decision, which came into effect in January 2006, to reduce rents to 21 airports that were sold to local authorities in the 1990s. It is hoped that the resulting cost savings, along with the Open Skies agreement, will help improve Canadian airports' competitiveness. The article then reports on the lack of progress made by the TSA in passenger and baggage screening activities. It looks at recommendations that have been made towards allowing airports themselves to be in charge of screening. Finally, the article describes the increase in capacity and infrastructure issues that U.S. airports are experiencing, and how this is leading to a re-examination of airport privatization.

Not calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
