This paper undertakes a comparative assessment of ridership drivers in Toronto and Melbourne to examine factors that are generating higher transit ridership and use in Toronto. It aims to inform transit policy by identifying factors driving higher ridership including service and network characteristics and socio-economic contexts. Toronto has higher residential density, lower car ownership, higher share of apartments and generally higher incomes. The analysis revealed fundamental differences in the design and structure of the transit systems of Toronto and Melbourne. While both cities have fairly comparable bus fleet size and rolling stock of rail vehicles, how these vehicles are arranged into transit services in Toronto is very different from Melbourne. The study concludes that the higher transit ridership and use in Toronto is likely the result of a combination of transit system and socio-economic factors which are hard to separate.
