L’Allemagne dispose d’un important potentiel fluvial que les aménagements successifs n’ont cessé de renforcer. Aujourd’hui avec 9,3 % des volumes transportés, la voie d’eau représente une part modale significative des trafics intérieurs étroitement liés au Rhin (80 % des t-km fluviales). S’il a connu un tassement, le transport fluvial retrouve un nouvel essor avec la conteneurisation et l’internationalisation des échanges. La saturation croissante des axes routiers et ferroviaires ainsi que la contrainte environnementale lui garantissent une attractivité renouvelée. Aussi, les pouvoirs publics affichent leur volonté d’en orienter la modernisation vers les défis logistiques du pays. Entre 2000 et 2010 a ainsi été lancée une large concertation pour renforcer l’économie portuaire et fluviale (1). Le durcissement des contraintes budgétaires conduit aujourd’hui à une complète réévaluation de la politique fédérale en matière d’investissement et envisage un déclassement d’une partie significative du réseau, notamment dans la partie orientale du pays.
