Abstract
Weather information is a critical element in hazard mitigation strategies adopted to offset the physical risks associated with driving in adverse weather. This paper summarizes and assesses current knowledge regarding weather-related crash risks and the role of weather information provision in road safety improvement. Findings show that weather-related road crashes result in annual losses of at least $1 billion annually in Canada. However, the understanding of variations of weather-related driving risks across time and space are limited due to difficulties associated with monitoring and understanding driver behavior. Although surveys indicate that the public routinely accesses weather information during inclement driving conditions, available evidence suggests that most drivers report no major adjustments in their travel patterns due to the information. More research is needed to determine if more or improved weather information, especially through intelligent transportation systems, would reduce collisions.
