Cette affaire provoque une véritable commotion dans les milieux parlementaires à Québec.Plusieurs facteurs mènent à ce conflit : la séculaire concurrence Québec-Montréal et les difficultés à implanter le gouvernement à Québec, une ville en déclin.Jusqu'à la parution de l'ouvrage Québec, quatre siècles d'une capitale, cet épisode important de l'histoire de la capitale québécoise a été complètement négligé par les historiens.Il a pourtant eu d'importantes répercussions sur l'avenir et le développement de la ville de Québec en tant que siège du gouvernement.
