Abstract
Since the 1970s, there has been an active process of introduction of programs of distance learning into practice of educational institutions, universities. The leaders in this direction are the Great Britain, the USA, Canada and France. One can observe the processes of consolidation and integration of training organizations into unions and associations as an expression of globalization in this sphere and a form of moving towards the information society. Due to information technologies distance learning differs from the correspondence form of learning favorably, making learning more accessible and qualitative. There are three groups of preconditions of formation and development of distance forms of learning in the world educational space, which are connected with the development of postindustrial information society and internal requirement of a person for a constant self-improvement.
