In June 2001, the City of Vancouver became the first in Canada to use hand-held units that communicate via cellular digital packet data in parking enforcement. Entering a license plate gave the enforcement officer immediate feedback on outstanding tickets and other pertinent information. Describes the design and implementation of a training course for officers in how to use the new system. Printer problems with water-resistant paper for printing tickets on the spot, and weather damage to the cellular antennas were two difficulties. Another was the time it took for officers to learn the special shorthand the handheld screens required.
