Abstract

This paper addresses one of the most significant aspects of road asset management - life cycle cost analysis of pavement major maintenance and rehabilitation strategies. It introduces a comprehensive study of the Ministry of Transportation of Ontario's ( MTO ) life cycle cost analysis ( LCCA )process used to select the preferred pavement rehabilitation alternatives and input parameters. The folowing general and perferred pavement rehabilitation alternatives and input parameters. The following general and specific aspects of LCCA were discussed: 1) basic consideration of LCCA and its underlying theory, 2) selection of cost effective pavement maintenance and rehabilitation alternatives and 3) LCCA based pavement design and maintenance management program for road network. A case study is presented to compare life cycle cost values among three pavement rehabilitation alternatives commonly used in Ontario. Finally ,the paper presents a study summary and some recommendations relevant to highway rehabiliation strategies for improving the preservation measures of China's road network.
