Traffic growth is expected to keep growing in 2000, though perhaps not at the same high rate as 1999. Higher fuel prices, toll officials say, will reduce the growth of discretionary vacation travel if they persist into the summer season. Traffic growth has been remarkably strong the past 3 years, with many toll facilities reporting 3-5% annual growth. If it does not level off soon, capital programs will have to be advanced. On Highway 407-ETR in Toronto, Canada, for example, they expect to have to begin adding lanes in 2003 on a road only opened in 1997.
