Canada's Nuclear Waste Management Organization (NWMO) has been in operation for more than 6 months, growing out of the Nuclear Fuel Waste Act. The Act was born out of the government of Canada's response to the Seaborn Panel review of AECL's disposal concept for nuclear fuel waste. The legislation compels nuclear waste producers to act, and it challenges Canadians to become engaged. The NWMO has been given until November 15, 2005 to conduct a study and to recommend to the government an approach for the long-term management of Canada's used nuclear fuel. At a minimum, the Act requires study of three approaches: deep geological disposal; storage at the nuclear reactor sites; centralized storage, either above or below ground. The article, which is an excerpt from a technical paper presented at the 24th Annual Conference of the Canadian Nuclear Society in Toronto, Ontario, 8-11 June 2003, discusses the approach to be taken to achieve the objectives, involve the public, and meet the deadlines imposed.
