Abstract
The traffic management project conducted by The Project Centre Ltd to allow Trafalgar Square in London, UK to be made traffic-free for the 'Celebrate South Africa Freedom Day' Concert on 29 April 2001 is described. It was important that surrounding areas could carry on unaffected. The Project Centre worked with Westminster City Council, the Metropolitan Police, the Greater London Authority, the Emergency Services and Transport for London to arrive at a workable solution. The proposal centred on establishing a pedestrian-only inner zone surrounded by a high solid steel barrier. This was surrounded by a sterile area of restricted traffic flow with a radius of approximately a quarter of a mile. Within the zone were a series of one way valve road cordons that allowed traffic to exit but prevented most traffic from entering. Bus services were re-routed, on-street and off-street parking suspended from the 24th before the closure, and advanced warning signs erected. Congestion in the outer areas of the project was lower than expected.
