Two tourist destinations, Boulder, CO, and Whistler, a city in Canada, have devised strategies to address the unique parking needs of out- of-town visitors who are likely to be unfamiliar with where parking is located and may not have the proper currency to feed meters. Boulder uses residential parking permits to discourage visitors from parking in residential areas, and offers a free transit pass for downtown employees to encourage them to leave their cars at home. The pass is financed through meter revenues. Whistler, a ski resort near Vancouver, B.C., has stepped up enforcement with handheld ticketwriters that have helped catch repeat offenders. The city also sells a parking coupon good for a certain time period, which can be used at more than one location.
