Abstract
Fils de meunier, gérant de banque, vendeur d'assurances, voyageur de commerce, c'est surtout comme maire de Montréal et personnage politique de grande renommée que nous connaissons Camilien Houde.Commandeur de l'Ordre de l'Empire britannique, chevalier de ht Légion d'honneur et titulaire de la Croix d'Italie, il a quand même été interné quatre ans (1940)(1941)(1942)(1943)(1944) dans un camp, à Petawawa, en Ontario, gracieuseté de Sa Majesté la reine d'Angleterre, pour s'être opposé publiquement à la conscription.Dès son retour triomphal à Montréal, il entreprit un long règne de 10 ans à la mairie de sa ville.Mais on oublie trop souvent qu'il fut aussi député tant à l'Assemblée législative, où il fut quelques années chef du parti conservateur et chef de l'Opposition, qu'à la Chambre des communes où il siégea comme indépendant de 1949 à 1953.Au total entre 1923, année où débuta sa carrière publique, et 1953, Tannée de son retrait, il subit autant de revers qu'il connut de victoires.Politicien habile, un tantinet démagogue, il fut un grand tribun et ses interventions publiques étaient toujours redoutées de ses adversaires.Nous nous en tiendrons dans ces quelques pages à une brève analyse de l'intervention qu'il fit à l'Assemblée législative, le 17 janvier 1929, à l'occasion de l'adresse en réponse au discours du trône.L'honorable Louis-Alexandre Taschereau était alors premier ministre, entouré de 73 de ses députés et thuriféraires libéraux, de neuf conservateurs et de deux indépendants.M. Houde était à la veille de succéder à Arthur Sauvé comme chef d'Opposition.
