Après un exposé de l’état des lieux caractérisé par un certain nombre de maux non uniquement propres aux bibliothèques parlementaires mais aussi à l’économie entière de ces pays du Sud, la seconde partie de cet article nous conduira aux motivations des parlementaires pour les programmes d’aide en matière d’appui et de coopération documentaire. Notre présentation se limitera bien entendu à quelques bibliothèques parlementaires d’Afrique et d’Asie; l’Amérique latine et l’Europe de l’Est notamment n’ont pas été retenues. Un certain nombre de programmes d’appui documentaire ont été mis en place pour soutenir ces bibliothèques : c’est le cas du programme d’appui à l’organisation des services documentaires des Parlements du Sud, le programme PARDOC de l’Assemblée parlementaire de la Francophonie (APF), du Commonwealth, de l’Union interparlementaire (UIP) de concert avec le Programme des Nations Unies pour le développement (PNUD). Leur réussite dépend en grande partie de la capacité des acteurs concernés à définir précisément les besoins en la matière. Cet article s’intéresse à la problématique de la spécificité de la documentation parlementaire dans le contexte particulier de pays en développement. Il devrait en découler une approche recommandant en plus de la coopération Nord-Sud, une collaboration Sud-Sud plus accrue, afin que les efforts consentis par chaque Parlement soient mieux synchronisés pour faciliter les synergies dans les activités.
