Los límites a la redistribución entre territorios: un análisis comparado y simulaciones para el caso español

Abstract
En este trabajo se examina el principio de ordinalidad o no reordenacion, recogido en el nuevo Estatuto de Autonomia de Cataluna. Para ello partimos de una explicacion del funcionamiento de los sistemas de nivelacion en cuatro paises federales (Estados Unidos, Canada, Alemania y Australia), incidiendo en las diferencias del grado de respeto del principio de ordinalidad y sus consecuencias en terminos de igualdad de recursos. En la segunda parte del trabajo revisamos como y en que medida se ha incorporado en la practica ese principio de no reordenacion en Espana y mostramos algunas simulaciones que tratan de senalar cuanto habria que reducir la nivelacion interterritorial en Espana para garantizar la no reordenacion.
