Le Plan d’action national du Canada pour un gouvernement ouvert de 2018-2020 (PAN 2018-2020) confie à Environnement et Changement climatique Canada (ECCC) le mandat de promouvoir la science ouverte et de solliciter activement les commentaires des Canadiens et des scientifiques fédéraux sur leurs besoins en matière de données ouvertes et de science ouverte (jalon de la science ouverte 5.4). Pour respecter cet engagement, le PAN 2018-2020 propose deux étapes : 1) la tenue de dix séances de mobilisation pour la science ouverte avec des scientifiques fédéraux et des Canadiens invités de l’ensemble du pays, et 2) la publication d’un rapport établissant les besoins des utilisateurs. Entre le 12 mars 2019 et le 26 février 2021, ECCC a enquêté sur les besoins des utilisateurs en matière de science ouverte fédérale par le biais de séances de mobilisation directes avec le public ainsi qu’avec les scientifiques fédéraux. Le présent rapport résume les conclusions d’ECCC et atteint l’objectif du jalon 5.4 du PAN 2018-2020.
