While today's infrastructure is built on unsaturated soils, contemporary design methods generally presume soil is fully saturated. This premise is based on the idea that designing for saturated soil conditions results in conservative outcomes. But this isn't always the case, such as when assuming a fully saturated subgrade can lead to ineffective drainage designs in pavement structures. Coarse-grained aggregates are often used for drainage due to their high saturated permeability, but in unsaturated conditions, the permeability of these aggregates significantly decreases as air enters the relatively large voids and impedes water flow.
