La presente obra realiza un estudio de las reservas demaniales en dos partes claramente diferenciadas. La primera aborda el régimen que las reservas reciben en la legislación de patrimonio tanto estatal como autonómica, así como su delimitación de otras figuras afines. La segunda, se ocupa del estudio de las reservas demaniales en la legislación sectorial (aguas, costas, puertos, minas, hidrocarburos y espectro radioeléctrico), lo que es del todo imprescindible si se quiere llegar a conocer esta categoría de una forma completa, dada la inexistencia de un régimen jurídico único y las particularidades que esta institución tiene en los distintos sectores. El estudio del régimen sectorial nos permitirá además constatar cómo las reservas demaniales ya no cumplen únicamente la finalidad de ser el instrumento con el que la Administración utiliza los bienes de dominio público, al haberse convertido también en la herramienta con la que ésta procura su preservación y/o protección por motivos ambientales. La reserva demanial en sentido amplio es, por lo tanto, un instrumento más otorgado por el legislador a la Administración para el cumplimiento de los fines de interés general de los que es vicaria, cuando para ello es imprescindible bien la utilización de los bienes demaniales, bien su conservación o protección. Asistimos pues al ensanchamiento de la tradicional categoría de las reservas que está superando su tradicional función de uso del demanio por la propia Administración, ante el fortalecimiento y expansión de su función conservacionista
