Abstract
In hochsommerlichen Episoden treten in weiten Teilen Deutschlands stark erhöhte Konzentrationen von bodennahem Ozon auf. Die damit verbundenen Risiken für die menschliche Gesundheit und für Ökosysteme rückten in den 80er Jahren und insbesondere anfangs der 90er Jahre zunehmend ins Blickfeld der Luftreinhaltepolitik von Bund, Ländern und Kommunen. In öffentlichen Diskussionen wurden vielfach Forderungen nach Bekämpfungsmaßnahmen auf lokaler, regionaler und nationaler Ebene erhoben und auch verschiedene Einzelmaßnahmen wie Tempolimits, innerstädtische Fahrverbote oder Produktionsbeschränkungen vorgeschlagen. Über die Wirksamkeit der diskutierten Minderungsstrategien herrschte allerdings verbreitet Unklarheit. Untersuchungen über die Auswirkungen von möglichen Minderungsmaßnahmen, wie z.B. temporäre Verkehrsbeschränkungen oder spezifische stoff- oder sektorbezogene Maßnahmen auf der lokalen, regionalen oder großräumigen Ebene zur Absenkung der anthropogenen Emissionen der Ozon-Vorläufersubstanzen NOx und VOC1, waren bis dahin nicht durchgeführt worden.
