This paper discusses a novel design of an ultrathin conformal modified octagonal ring-loaded cross dipole frequency selective surface (MORCD-FSS). The proposed FSS offers multifunctional properties such as in-band passband and out-of-band electromagnetic interference (EMI) shielding. Equivalent circuit model analysis has been performed for insight working and validating the simulated results. In addition, the conformal analysis of the FSS has also been carried out on the cylindrical surface at different radii to check its shielding effectiveness (SE) performance. The proposed MPRCD-FSS offers a 3-dB passband response from 13.5 GHz to 24.6 GHz and 26.62 GHz to 29.5 GHz, respectively. Moreover, out-of-band EMI shielding has been observed from 8.3 GHz to 11.55 GHz (SE $=87.3 \text{dB}$), from 25.5 GHz to $26.4 \text{GHz}(\text{SE}=44.10 \text{dB})$ and 31.2 GHz and $35 \text{GHz}(\text{SE}=76.6 \text{dB})$.
