Abstract
This study describes international influence on the development and implementation of the concept of the health promoting school in Germany. In a field study the Ministries of Education of the 16 Länder of Germany were asked about the development of health education in schools and the implementation of the concept of the health promoting school in the period from 1989 - 1999. In total the development of health education in schools and the implementation of the concept of the health promoting school was determend by international organizations WHO, EU and Council of Europe. The education system of Germany took over the WHO-definition of health, the contents of the WHO-Ottawa Charter for Health Promotion and the WHO, EU and Concil of Europe concept of the health promoting school. It can be cocluded that the german education system is willing and capable on international cooperation - in spite of Länder-sovereignty for their educational sytem and EU responsibility for subsidiarty.
