Piloting watercraft inspection and decontamination at the Emerson, Manitoba international port-of-entry

Abstract
In 2022, Fisheries and Oceans Canada’s (DFO) Aquatic Invasive Species National Core Program, in partnership with Canada Border Service Agency (CBSA), piloted a watercraft inspection and decontamination program at the Emerson, Manitoba international port-of-entry. Following standards and protocols of programming throughout the western United States and Canada, DFO staff inspected over 600 watercraft for Clean, Drain, Dry (CDD) compliance; a legal requirement for all watercraft entering Canada to ensure that watercraft and water-related gear are free of aquatic invasive species. During the pilot season, DFO inspection staff were operational for 68 days (725 hours) between June 3 and October 22, 2022. During this time, DFO conducted 637 physical watercraft inspections and 122 watercraft decontaminations. CBSA conducted verbal questionnaires of travellers with watercraft, during which 29% of boaters inaccurately reported that their watercraft was CDD. DFO intercepted three watercraft fouled with invasive mussels and all three had been inaccurately reported by boaters to CBSA as CDD. In addition to invasive mussels, DFO intercepted watercraft harbouring other high-risk aquatic invasive species (e.g., Eurasian Watermilfoil, Starry Stonewort). Findings from this pilot season emphasize the importance of physical watercraft inspection at international border crossings to adequately intercept the transport of potentially aquatic invasive species fouled and high-risk watercraft travelling into Canada.
