Abstract
This policy note proposes a tiered health insurance scheme for chronic illness in Ghana, motivated by emerging demographic transitions, a growing middle class, and gaps in current ageing and health financing frameworks. Drawing from global best practices in Canada, Germany, Singapore, and Nigeria, the note outlines a hybrid public–private financing model anchored in Health-Related Quality of Life (HRQoL) domains. It emphasizes gender-inclusive protection, architectural reforms, and actuarial feasibility. The note builds on grounded evidence from the author’s PhD research and offers a strategic blueprint for stakeholder engagement, pilot testing, and national rollout.Funding Statement: This work was not supported by any external funding.
