Abstract

This paper examines the Electricity deregulation processes used by Texas and Alberta up to 2002. Each market is described individually and then six significant aspects of the deregulation process or outcomes of the process are directly compared in order to draw out insight regarding the best practices of electric market deregulation. No attempt to develop an optimal deregulation process is made. Individually, the markets are discussed with relation to the circumstances prior to deregulation, the motivation of government to deregulate, the legislation used to structure the deregulated market and outcomes of the deregulation process. The six aspects of deregulation that are directly compared are clarity of government intentions, electric system administration, consumer price protection, price setting mechanisms, market power mitigation and retail competition.
