Abstract
L’Enquête sur la couverture de l’assurance-emploi donne une idée de la composition de la population des personnes sans emploi, et particulièrement de celles qui n’ont pas reçu de prestations d’assurance-emploi durant la semaine de référence. L’enquête est un meilleur indicateur de qui a ou n’a pas accès à des prestations d’assurance-emploi que les indicateurs du ratio prestataires-chômeurs (P-C). Un ratio prestataires-chômeurs (P-C) est calculé pour une semaine donnée en divisant le nombre de prestataires ordinaires de l’assurance-emploi par le nombre total de chômeurs. En 1998, 52 % des personnes sans emploi étaient potentiellement admissibles à l’assurance-emploi. Sur le nombre de personnes potentiellement admissibles, 80 % pouvaient satisfaire aux exigences d’admissibilité du programme et étaient très susceptibles de recevoir des prestations au cours de leur période de chômage si elles le demandaient. Le dernier 20 % ne répondaient pas aux exigences d’admissibilité.
