The State of New Jersey has identified Papakating at Sussex as being impaired for phosphorus, and Clove Acres Lake as being eutrophic. This report establishes two TMDLs, which address phosphorus loads to the identified waterbodies. These TMDLs include strategies to reduce loadings of phosphorus from various sources in order to attain applicable surface water quality standards for phosphorus. This TMDL Report is consistent with United States Environmental Protection Agency's (USEPA) May 20, 2002 guidance document entitled: 'Guidelines for Reviewing TMDLs under Existing Regulations issued in 1992,' (Sutfin, 2002) which describes the statutory and regulatory requirements for approvable TMDLs.
