Evaluation Of Power Purchase Agreements For The Development Of Renewable Energy Sources In Alberta

Abstract
This project focuses on the use of power purchase agreements for renewable energy generation. Power purchase agreements have been shown to facilitate the use of renewable energy generation, but are not currently utilized in Alberta’s electricity sector. Five case studies from different regions throughout North America were investigated and analyzed to determine key drivers and best practices found to be in common. Key drivers found amongst the different agreements were government support for renewable energy, financial competition, long-term agreement, innovation, and accommodation. It is recommended to the Alberta Government that strong policy measures and support for renewable energy be implemented, that the province’s legislation governing electricity generation be amended to allow for power purchase agreements, and that if legislation is not amended, alternative means of creating power purchase agreement be promoted.
