Perceptions et attentes citoyennes face à la communication municipale sur les médias sociaux: le cas du Québec

La recherche a déjà largement montré le potentiel des médias sociaux lorsqu’il s’agit de diffuser des informations gouvernementales et d’accroître l’engagement citoyen. Toutefois, exploiter pleinement ce potentiel reste difficile, en particulier pour les organisations publiques. Le but de cette étude est de mieux comprendre les attentes exprimées par les citoyens à l’égard des pratiques de communication municipale sur les médias sociaux. Pour ce faire, nous avons lancé, en collaboration avec 19 administrations municipales québécoises (7 grandes villes et 12 arrondissements montréalais), un questionnaire en ligne permettant de mesurer les attentes citoyennes. Ce sondage, diffusé sur les médias sociaux des partenaires, nous a permis de collecter des données inédites auprès de 2012 répondants. Il vise à cerner leurs attentes au regard des grands axes de l’engagement citoyen tels que présentés dans la littérature scientifique : tonalité des publications, nombre de réactions, support et format utilisés, etc. Les résultats descriptifs de cette étude confirment qu’une large majorité des citoyens sondés souhaitent que leur administration municipale soit présente sur les médias sociaux, surtout sur Facebook et Instagram. Toutefois, les préférences varient selon l’âge et le genre. Les jeunes adultes et les femmes sont plus sensibles aux contenus visuels, positifs et engageants, tandis que les plus âgés attendent davantage de réactivité. L’information officielle et les évènements suscitent le plus d’intérêt, alors que la vie démocratique et les campagnes de prévention mobilisent assez peu. La forme et le ton des publications influencent modérément l’engagement.
