Abstract
Le présent mémoire est soumis par la direction du Consortium Santé Numérique de l'Université de Montréal . Les commentaires et recommandations concernent le chapitre XIII qui modifie la Loi sur l'Institut de la statistique du Québec (ISQ). Ces commentaires sont motivés par le fait que l'accès aux données pour les équipes de recherche des universités est essentiel pour permettre l'avancement des connaissances dans plusieurs domaines (santé, démographie, économie, sociologie, etc.) au profit de l'évolution. de la société québécoise. Les points soulevés qui, selon nous, demandent à être corrigés ou complétés avant l'adoption du projet de loi ont trait à 4 éléments : 1. Une mise à niveau de la définition de « chercheurs » ; 2. Des suggestions d'ajouts aux responsabilités de l'ISQ et des chercheurs; 3. Des éléments de clarification requis dans le texte du projet de loi; 4. Une suggestion de porter des portions du projet de loi en règlement. Pour chacun de ces éléments, la mémoire détaille les imprécisions ou manquements et propose des solutions en vue de bonifier ou corriger le texte.
