This notebook facilitates the construction of employment outcome measures to support longitudinal analysis of a TANF-enrolled cohort in Arkansas. Building on the analytic frame developed in previous notebooks, this module integrates Unemployment Insurance (UI) wage records to track post-exit employment experiences. It introduces key person-level measures—such as employment rates in the 2nd and 4th quarters after exit, and median earnings in the 2nd quarter after exit—aligned with requirements from the 2023 Fiscal Responsibility Act. These metrics, similar to WIOA-based standards, allow for meaningful comparisons across subgroups within the cohort. This notebook was developed for the Arkansas Applied Data Analytics 2023 Class, facilitated by the ARData team in partnership with the State of Arkansas and the National Association of State Workforce Agencies, and hosted by the Coleridge Initiative.
