Peu de travaux ont été consacrés aux seuls conseils souverains, et notamment à leurs spécificités par rapport aux parlements. Le CHJ, qui s’intéresse de longue date aux cours souveraines d’Ancien Régime, a donc souhaité organiser une journée d’étude sur les conseils souverains créés sous le règne de Louis XIV : Conseil souverain de Martinique (1641), d’Alsace (1657), de Roussillon (1660), de Québec (1663), Guadeloupe (1664) et Tournai (1668). Il s’agira, à partir d’une réflexion sur les édits de création de ces cours, d’envisager les conditions de leur création, la manière dont leur organisation a été conçue (composition, attributions…) comme la manière dont elles ont réellement fonctionné. L’intervention de spécialistes de chacune des institutions créées par Louis XIV permettra de donner à cette journée sa dimension comparatiste en ouvrant un débat qui ne peut que s’avérer fructueux.
