Historienne de l’art, formée à l’université de Nanterre et à l’Université de Montréal, Cécile Debray est conservatrice générale du patrimoine. Elle est entrée en 1996 à l’École nationale du patrimoine. Elle est de 1997 à 2001 Directrice des musées de Châteauroux.
