This policy brief highlights the importance of reflection and a clear definition of aims when creating open access policy. It outlines two contrasting visions for the future of open access policy making, which came to light from talks at the Creative Commons Global Summit 2017 held in Toronto. One argument for incremental transition and another disruptive change, have strong advocates, but there are arguments do not necessarily clarify the policy position. Instead what can be highlighted from the sessions on OA and from the Summit as a whole, is the need for greater clarity when making policy decisions on what the vision for open access actually is and what can be gained through clear policy making.
