Abstract
Lo scritto analizza le modifiche in atto nell’Unione europea in virtù dell’esplicita inclusione nel Trattato di Lisbona del concetto di economia sociale di mercato. Esso analizza l’armonizzazione legislativa in corso e il “cemento” fornito dai principi generali creati dalla Corte di Giustizia (sentenze Viking, Laval, Ruffert). Esso si sofferma infine sul coordinamento delle riforme dei sistemi sociali e dello sviluppo economico degli Stati membri, suggerito sia nel Rapporto “Una nuova strategia per il mercato unico“ (cd. Rapporto Monti), che propone alcune possibili azioni in materia di libera circolazione dei lavoratori, servizi sociali d’interesse generale, appalti pubblici, politiche industriali, coordinamento delle politiche fiscali e politica regionale, sia nella nuova strategia “Europa 2020”, che promuove una crescita intelligente, sostenibile ed inclusiva.
