Abstract
Sir Charles Tupper propose que la Chambre se forme en comité général jeudi prochain pour prendre en considération cette partie du discours d'ouverture de la présente session, dans lequel Son Excellence nous informe que son gouvernement a pensé qu'il était de la plus grande importance pour l'éta- blissement du Nord-Ouest et le développement de notre commerce, que l'achèvement du chemin de fer d'une mer à l'autre fût hâté et que la com- pagnie fût mise en état d'ouvrir la ligne sur tout son parcours pour le printemps de 1886 ; que dans ce but et afin d'aider la compagnie du chemin de fer du Pacifique canadien à se procurer le capital néces- saire pour cet objet, par le placement de ses actions non vendues, le gouvernement a consenti, moyen- nant le dépôt entre ses mains d'une somme et de garanties suffisantes, à assurer le paiement d'un dividende minimum de trois pour cent, pendant dix ans, sur soixante-cinq millions d'actions, cet arran- gement étant fait avec la conviction que par là les actions seraient plus fermes et acquerraient plus de
