Abstract
Tutkielman aihe on tasavaltalaisen vuoden 1919 hallitusmuotoa säädettäessä käydyt eduskunnan täysistuntokeskustelut 2.4.1919–21.6.1919. Tutkielman metodi on täysistuntokeskusteluiden sisällön laadullinen analyysi. Tutkielmassa ilmenee, että kevään 1919 eduskuntavaalien jälkeen poliittinen tahto tasavaltalaisen hallitusmuotoon siirtymiseen oli vahva. Oikeistossa monarkian kannattajat vastustivat tätä tai vaativat vähintään vahvaa valtionpäämiestä. Vasemmistossa sosialidemokraatit hyväksyivät esitetyn hallitusmuodon kompromissina, mutta olisivat halunneet parlamentarismisemman mallin. Keskustassa Maalaisliitto ja Edistyspuolue ajoivat vahvasti hallitusmuodon hyväksymistä. Keskusteluissa malleina tasavallasta Suomelle esitettiin Yhdysvaltoja, Ranskaa ja vasemmiston toimesta Sveitsiä. Kielikysymys ja kirkon asema herättivät tunteita keskusteluissa. Vuoden 1919 hallitusmuoto oli länsimaisen liberaali, jonka perusperiaatteita ei keskusteluista ei kyseenalaistettu.
