European Union has tried to take a leadership in the international environmental policy. It seeks a pro-environment position in international stages not only to solve environmental problems but also to give a normative image of green guardian and to maximize first mover advantage and increase the competitiveness of European industry. EU has various ways to influence the international policy formation, however the inclusion of aviation into the EU-ETS was opposed strongly by the third countries - US, China, Russia, Canada, Japan and etc, because it seemed to invade the sovereignty and distort the competitions in the air traffic market. After the long-heated argument, ICAO decided to begin a serious discussion to take measures to reduce CO2 emissions from aircrafts by October of 2013 while EU froze the EU-ETS application to international flights to and from EU airports.
