The ESCOT (Economic assessment of Sustainability poliCies of Transport) System Dynamic Model was developed as part of the EST (Environmentally Sustainable Transport) project, which was initiated by OECD in 1994 to explore possibilities of rigorously avoiding pollution from transport while giving due consideration to the economic and social effects of this. The countries participating in this project are Sweden, Norway, the Netherlands, Canada, France, Switzerland, Austria and Germany. The goals of the project are to identify key criteria for sustainable transport, develop a business-as-usual (BAU) scenario which extrapolates current trends in transport into the future as well as ESTS scenarios that show possible paths of development towards meeting the EST criteria, to formulate political action programs that will permit meeting the EST criteria and to assess the scenarios developed with regard to their technical, economic and political feasibility.
