Abstract
Le Québec compte parmi les leaders nord-américains en matière d’initiatives environnementales et climatiques. À ce titre, son plan d’action sur les changements climatiques 2006-2012 prévoit une panoplie d’actions et de programmes destinés à atténuer les émissions de gaz à effet de serre et à adapter la société québécoise aux changements climatiques. Ce plan d’action n’atteint toutefois pas le même niveau de transversalité que ceux observés en Californie, dans l’état de Washington, ou encore, en Colombie-Britannique, où la gouvernance des changements climatiques intègre tous les niveaux de l’administration publique ainsi qu’une majorité des secteurs concernés par les enjeux climatiques. Pour être plus efficace dans sa lutte, le gouvernement du Québec doit intégrer certains principes de la gouvernance multi-niveaux à ses plans, stratégies et programmes. Les régions et les municipalités doivent faire partie de la stratégie gouvernementale et être responsabilisées en fonction des enjeux qu’elles gouvernent. Les parties prenantes, la communauté scientifique et la population, doivent être mieux intégrées au processus d’élaboration de politiques publiques climatiques.
