Abstract
Göç, insan ile mekân arasındaki bağın çeşitli nedenlerle zedelenmesi sonucunda bireylerin bulundukları mekânı terk ederek başka bir mekâna belirli bir süre için ya da yerleşme niyetiyle gitmesidir. Göç olgusunu yalnızca bir hareketlilik olarak görmemek gerekir. Çünkü neredeyse insanlık tarihi kadar eski olan göç; ekonomik, siyasi ya da toplumsal nedenlerle insanların yaşadığı yeri terk edip daha iyi bir yaşam aramak için başka bir yere yerleşme istencinin dışavurumudur. Fakat önyargı göç olgusunun arkasında bir gölgedir, gittikleri yerde birlikte belirirler. Bu yüzden hareketliliğin öznesi olan insanların hukuksal statüsünün belirlenmesi oldukça önemlidir. İç çatışmalar, savaşlar ve iklim kriziyle çevrilmiş olan günümüz şartlarında insanların düzensiz hareketliliği AB’nin gündeminde bir kriz konusudur. İklim krizinden kaynaklana göç günümüz ve geleceğimiz için alarma geçilmesi gereken bir konudur. Ancak buna rağmen iklim mültecilerinin korunması için yeterli yasal yapı oluşturulmamıştır. Üstelik çevresel koşulları nedeniyle yerinden olan kişiler bir güvenlik sorunu olarak görülmektedir. Bu yüzden göç olgusunu yalnızca bir hareketlilik olarak görmemek gerekir.
