Abstract
Les cibles que le Québec s’est fixées en matière de réduction de gaz à effet de serre (GES) ne semblent pas avoir été atteintes. Par le biais du système de plafonnement et d’échange de droits d’émissions (SPEDE) que la province partage avec la Californie, nous nous intéressons au rôle que jouent les flux d’échanges de permis et les crédits compensatoires étrangers, tous deux non comptabilisés par Environnement et Changement Climatique Canada (ECCC), dans l’atteinte des cibles fixées par le Québec. Pour ce faire, nous utilisons un modèle intertemporel d’échange des émissions en considérant la possibilité pour les firmes d’épargner et d’obtenir des permis compensatoires. Selon nos résultats, en ne prenant pas en compte les échanges de permis et les crédits compensatoires étrangers ECCC sous-estime les réductions qui ont été réellement réalisées par les firmes québécoises.
