Abstract
La tragedia ocurrida en Manizales tras un fuerte aguacero de 156 mm el pasado 19 de abril, que generó eventos hidrogeológicos similares a los que han afectado la ciudad, invita a reflexionar sobre las causas de su mayor incidencia en los barrios populares. Como hipótesis, se trata de pasivos ambientales relacionados con múltiples factores que han intervenido en la construcción social e histórica de un territorio de laderas vulnerables a los eventos climáticos extremos, lo que obliga a fortalecer la prevención de factores como corregir las deficiencias en una planificación precedente que no contempló la dimensión ambiental y del riesgo, prevenir la separación de costos y beneficios en la explotación del medio ambiente, y controlar las dinámicas de un mercado del suelo que especula con la plusvalía urbana
