La gestió de la crisi sanitària de la COVID-19 ha constituït un repte per a la garantia dels drets fonamentals en el context de l’estat d’alarma declarat durant gran part de la pandèmia. Però aquesta mateixa contingència ha comportat també un test de resistència per a l’estat autonòmic. Prova d’això ha estat la centralització competencial experimentada sobretot durant el primer estat d’alarma o el desplaçament del dret sanitari autonòmic. Precisament, la cogovernança iniciada durant el segon estat d’alarma, més enllà del balanç que pot fer-se de l’eficàcia dels mecanismes relacionals posats en funcionament, ha evidenciat que era possible des d’un bon principi articular una gestió més respectuosa amb el repartiment territorial del poder polític i amb un enfocament de diversitat coordinada.
