Abstract
Lo studio esamina lo sviluppo della politica ambientale del governo cinese a partire dalle riforme del 1979. Parallelamente alla descrizione delle problematiche ambientali maggiormente significative che affliggono il paese vengono esaminati in ordine cronologico i provvedimenti adottati dal governo sia a livello legislativo che in campo economico in modo da illustrare i principali passaggi che segnano il passaggio da una strategia incentrata sul controllo ad una strategia della provenzione, all'azione coordinata tra innovazione tecnologica e miglioramento gestionale, al ripensamento del rapporto tra crescita economica e protezione ambientale. Successivamente vengono esaminati i principali elementi ostativi all'azione del governo e le ragioni politiche, economiche, sociali e culturali all'origine di essi. Nell'ambito dell'esame del concorso dell'apparato industriale vengono esaminate le politiche di promozione delle energie alternative, di sviluppo dell'industria delle protezione ambientale e delle tecnologie verdi e il nuovo ruolo assegnato al settore ambientale nel generale processo di crescita economica del paese. Viene inoltre descritto il ruolo della popolazione nella duplice veste di consumatore e controllore dell'efficacia delle misure ambientali adottate dal governo e l'atteggiamento di questa nei confronti della questione ambientale. The study decribes the development of China's environmental politics since Deng Xaoping's reforms. Together with the description the main environmental problems the country faces government's policies are described in order to outline the shift from a control to a prevention strategy, the role of technological innovation and environmental management, the development of a new relationship between economic growth and environmenal protection. The development of an environmental legislation and the main obstacles to the implementaion of government's policies are examined as well as the policies adopted in order to foster the involvement of the industry and the importance given to new energies and to the green technology. People's role both as consumers and as important actors in the implementation of the sustainable consumption policy is examined as well as their attitude towards the environmental issue.
