Abstract
Quebec's version of the Harmonized Sales tax that will be finalized in January 2013 started in the beginning of the nineties by the broadening of the provincial tax base and the elimination of the previous retail tax known for its distortions on the final price to consumers.This study gives evidences of the impacts of the Harmonisation of the Quebec Sales tax (QST) on consumer prices for different phases of its implantation.In general, impacts on consumer prices were small and evaluation by affected sectors concludes to a slight over-shifting of the tax.Its initial phase in January 1991 is associated with a larger increase of 1,07% of the CPI and to both single point increase of the QST rate in 2011 and 2012 with a 0,6% increase in the CPI compared to its counterpart.
