PENERAPAN KERJASAMA SEKTOR INFORMATION AND \nCOMMUNICATIONS TECHNOLOGIES DALAM KERANGKA CANADA \nKOREA FREE TRADE AGREEMENT (CKFTA) 2015-2017

Abstract
Tujuan penelitian ini untuk mengetahui penerapan Information and \nCommunications Technologies dalam meningkatkan kerjasama perdagangan \nKanada dan Korea Selatan yang diberlakukan setelah terbentuknya CKFTA. \nKerjasama dalam sektor tersebut memiliki dua kebijakan yang disebut dengan \n“Top-down” dan “A bottom-up”. Kedua kebijakan tersebut menjadi acuan dalam \npenerapan yang dilakukan oleh Kanada dan Korea Selatan, yang pada dasarnya \nbertujuan untuk mempererat kemitraan kedua negara terhadap hubungan bilateral \nyang terjalin. Maka dari itu, peneliti mencoba untuk menganalisis yang fokus \npertanyaannya adalah “Bagaimana penerapan kerjasam a Information and \nCommunications Technologies dalam kerangka CKFTA 2015-2017?”. Penelitian \nini menggunakan metode deskriptif kualitatif dengan jenis dan sumber data yang \ndigunakan merupakan data sekunder yang diperoleh dari situs resmi CKFTA, \nserta situs resmi yang mendukung terkait data perkembangan teknologi yang \ndibutuhkan. Sementara, teknik pengumpulan data menggunakan data sekunder, \nSumber data sekunder adalah catatan atau dokumentasi perusahaan, publikasi \npemerintah dalam situs web atau internet dengan studi dokumentasi dan studi \nkepustakaan. Lalu, teknik analisis data melalui tahapan reduksi data, peneliti \nmereduksi data berupa kerjasama yang diterapkan dalam kebijakan CKFTA, juga \nmereduksi kepentingan dalam sektor utama di bidang Information and \nCommunications Technologies yang dilakukan oleh Kanada-Korea Selatan. \nAdapun penelitian berfokus pada indikator penerapan kedua kebijakan yang telah \ndisepakati dalam CKFTA. Berdasarkan hasil penelitian, kerjasama yang didasari \nkepentingan ekonomi tersebut berdampak baik pada sebagian besar penerapan \nyang dilakukan oleh Kanada dan Korea Selatan dalam meningkatkan hubungan \nbilateral, serta aktivitas ekspor yang terjalin terutama dalam komoditas ekspor di \nbidang digital electronic equipment bagi Korea Selatan. \nKata kunci: Free Trade, Information and Communications Technologies, \nHubungan bilateral Kanada-Korea Selatan, Kebijakan Top down/ A bottom \nup, Penerapan Kerjasama \nThe purpose of this research has to find out the application of Information and \nCommunications Technologies in increasing the trade of cooperation between \nCanada and South Korea and it was implemented after the establishment of \nCKFTA. Their relations in this sector has two policies called "top-down" and "A \nbottom-up". Both of these policies became a reference in the implementation \ncarried out by Canada and South Korea, which basically aims to strengthen the \npartnership between the two countries towards bilateral relations. Therefore, this \nresearch try to analyze the focus of the question is "How is the application of \ncooperation in Information and Communications Technologies sector for 2015- \n2017 CKFTA framework?". This study uses a qualitative descriptive method with \nthe type and source of data used is secondary data obtained from the official \nwebsite of CKFTA, as well as official sites that supports related data of \ntechnological development needed. Meanwhile, the data collection techniques is \nsecondary data, secondary data sources are company records or documentation, \ngovernment publications on websites or the internet with documentation studies \nand literature studies. Then, the technique of data analysis through the stages of \ndata reduction, researchers reduced the data in the form of collaboration applied \nin the CKFTA policy, also reduced interest in the main sectors in the field of \nInformation and Communications Technologies conducted by Canada-South \nKorea. The research focuses on indicators of the application of the two policies \nagreed in the CKFTA. Based on the results of the study, the cooperation based on \neconomic interests had a good impact on most of the applications made by \nCanada and South Korea in improving bilateral relations, as well as export \nactivities that are established mainly in export commodities in the field of digital \nelectronic equipment for South Korea. \nKeywords: Free Trade, Information and Communications Technologies, \nCanada-South Korea bilateral relations, Top down / A bottom up policy, The \nApplication of Cooperation
