Trata dos condicionantes democráticos que devem pautar as policias municipais. Faz uma abordagem multidisciplinar do tema, iniciando com a necessidade de segurança da sociedade pré-moderna. Estuda a formação dos dois modelos de polícia do Estado liberal - o francês e o inglês - destinados a prover segurança às pessoas para que usufruam dos direitos individuais e coletivos. Analisa os problemas enfrentados na implementação dos dois modelos e a respectiva solução, apresentada pelo modelo espanhol - seguridad ciudadana -, que incorpora as novas demandas democráticas da sociedade atual. Examina a participação da sociedade e a rede de controles da Polícia Metropolitana de Toronto - Canadá. Compara a situação da segurança no Brasil com a de países democráticos.
