Abstract
Rebuilding Ireland: Action Plan for Housing and Homelessness was published in July 2016 and \nlaid out an action oriented approach to addressing the national accommodation crisis. Pillar four \nof Rebuilding Ireland focussed on the supply of rented accommodation. Actions included the \nimplementation of affordable renting initiatives as well as encouraging build-to-rent developments \nto enhance the supply of student accommodation (among others). The inclusion of student \naccommodation was designed to both increase the supply of housing to students and to reduce \ndependency on the traditional rental sector. \nThe National Student Accommodation Strategy was launched in July 2017 by Minister of State for \nHigher Education Mary Mitchell O?Connor T.D. and Minster of State for Housing and Urban \nDevelopment Damien English T.D.. It was designed to further support the development of purpose \nbuilt student accommodation. \nRebuilding Ireland: Action Plan for Housing and Homelessness set a target of 7,000 additional \npurpose built student accommodation bed spaces to be delivered by end 2019 and 21,000 by \n2024. This report represents a progress update as of end Q3, 2019.

Full frame distilled prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from it
