Abstract
Mit dem Korfu-Prozess will die Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) wieder zu ihrer verloren geglaubten Schlüsselkompetenz zurückfinden - nämlich ein Forum für einen breiten und inklusiven Dialog über Sicherheitsfragen von Vancouver bis Wladiwostok zu bieten. Doch die Herausforderungen sind groß: Der Korfu-Prozess schafft zwar mehr Zusammenarbeit, bringt aber noch keinen echten Sicherheitsgewinn für Europa. Solange der grundlegende normative Dissens zwischen Ost und West nicht offen thematisiert, sondern ausgeklammert wird, ist die Gefahr groß, dass der Prozess zu einem belanglosen Gesprächskreis verflacht und unter dem Amtierenden Vorsitz Kasachstans sogar den OSZE-Acquis unterhöhlt. Die Organisation kann jedoch nur dann Defizite der europäischen Sicherheitsordnung ausräumen, wenn es gelingt, den Korfu-Prozess auf eine konkrete Agenda zu fokussieren und in einen substantiellen Sicherheitsdialog zu transformieren
