Verotuksen pääasiallisena tehtävänä on julkisen sektorin toiminnan rahoittaminen ja julkisten palveluiden mahdollistaminen. Suomessa väestön ikääntyminen muuttaa verorakennetta ja lisää julkisten palveluiden tarvetta, mikä tuo haasteita tulevien vuosien verosuunnitteluun. Tuloverotuksen vaikutusten arvioinnista on perinteisesti tehty taloustieteellista tutkimusta työn tarjonnan jouston avulla, mutta viimevuosina on siirrytty laajempaan tuloverotuksen vaikutusten arviointiin verotettavan tulon jouston menetelmää eli ETI-menetelmää hyödyntäen (the Elasticity of Taxable Income). Verotettavan tulon jousto mittaa kuinka paljon tuloverotuksen muutos eli muutos rajaveroasteessa vaikuttaa veropohjaan eli verotettavaan tuloon. Tämän tutkielman tavoitteena on esitellä verotettavan tulon jouston menetelmä ja selvittää tuloverotuksen vaikutuksia Suomessa verotettavan tulon jouston menetelmällä tehtyjen taloustieteellisten tutkimusten avulla. Verotettavan tulon joustosta on muodostunut kansainvälisesti keskeinen veropolitiikan parametri, mutta Suomessa verotettavan jouston menetelmällä on tehty tutkimusta vielä niukasti. Verotettavan tulon jousto tutkimusmenetelmänä vaatii käytännössä aina selkeän muutoksen rajaveroasteissa, mistä johtuen Suomessa tutkimus on ollut vähästä. Tässä tutkielmassa perehdytään kahteen Suomessa ETImenetelmän avulla tehtyyn tutkimukseen ja niiden tuloksiin. Ensimmäisessä tutkimuksesssa hyödynnetään kunnallisveroprosenttien muutoksia ja toisessa tutkimuksessa analysoidaan yrittäjien veromuutosten todellista vaikutusta taloudelliseen aktiviteettiin erottelemalla ETI-joustosta tulomuunnoksen osuus ansituloveron ja pääomatuloveron välillä. Suomessa ETI-menetelmällä tehtyjen tutkimusten tulosten perusteella ETI-joustoksi on saatu matalahkoja lukuja ja vaikutusmekanismit ovat aiemmista tutkimuksista poikkevia. Väestörakenteen muutokset huomioiden on pohdittava, ollaanko tulevaisuudessa valmiita hyväksymään korkeampi tuloverotaso vai luovutaanko korkeatasoisista julkisista palveluista. Uudistuksia Suomen tuloverotukseen kuitenkin kaivataan, etenkin keinottelumahdollisuuden vähentämiseksi veropohjien välillä.
